Interactive REFRESH working groups in 2018 and 2019 provide a space for stakeholders to discuss policy options to reduce food waste. Three working groups had specific policy focuses: voluntary agreements, animal feed, and consumer behaviour. A final workshop provides an overview of the policy outcomes from the entire REFRESH project.
Final Policy Recommendations Workshop
The final REFRESH workshop will discuss policy options and recommendations to integrate policies for food waste in the broader contexts of sustainable food policies and the Circular Economy. Building on the results created within the REFRESH project we bring together policy makers and experts from research, NGOs and businesses to discuss policy options for EU policies.
Date: 22 March 2019
Past working groups
Consumer Behaviour Working Group
REFRESH has uncovered insights on innovative approaches to achieve real consumer behaviour change related to food waste, based on empirical consumer behaviour research. During the Consumer Behaviour working group, REFRESH researchers and stakeholders discussed evidence-based recommendations to design more effective policy interventions, with a particular focus on public campaigns.
Animal Feed Working Group
Using heat-treated meat-containing surplus food as pig and chicken feed is an innovative potential solution for reducing food waste. Policy measures supporting these initiatives will be discussed during the Animal Feed working group, which will also feature information and guidance about the related business case.
Voluntary Agreements Working Group
Voluntary Agreements between stakeholders across the food value chain are considered key policy approaches to address the issue of food waste throughout food supply chains. During this working group, interactive discussions sessions with Member State representatives will consider the use of Voluntary Agreements as a policy instrument for more sustainable food systems.
Sowing the seeds for short and long term improved EU policies for food waste: REFRESH Policy Workshop

Documentation from the workshop including the minutes (following Chatham House Rules) , agenda, presentations, and photo documentation are available on the workshop event page.
Food Waste Innovation Incubator Day
The aim of this workshop was to bring food waste innovators and experts together to learn from each other, develop solutions to food waste issues in the food chain, and improve cooperation.
